Tranmere fear Davies will leave
Tranmere Rovers' associate director Tony Adams fears the club are fighting a losing battle to keep Steve Davies.
The 20-year-old left-sided forward is out of contract this summer and has previously been the subject of two bids from Leeds United.
Adams told BBC Radio Merseyside: "The club have done everything in their power to make Steve Davies an offer.
"He doesn't seem interested and I think it's almost inevitable that he will move on."
As Davies is under 23 his future is likely to be decided by a tribunal unless any club requiring his services can agree a suitable fee with Tranmere Rovers.
To complicate matters, Davies, an academy graduate at Prenton Park, had his season curtailed by a knee ligament injury.

The problem, which he picked up in the home game against Northampton Town last September, restricted him to just 12 appearances last season.
Adams is preparing for the matter to go to a tribunal and feels that Davies' injury will weaken his case.
"I think it's more likely to go to a tribunal and then it will be based on experience and games he's played and of course his injury will not help [secure a fee].
"He only came back and played sporadically towards the end of the season."
