Rangers manager Walter Smith is losing patience with the protracted bid to sign Steven Davis from Fulham.
The midfielder enjoyed a spell on loan at Ibrox last term but the London club are holding out for a £4m fee.
"We haven't been able to reach an agreement so it would look like that is now finished with," said Smith.
"I think the lad would have liked to come here so there will be a bit of frustration from both parties that it hasn't happened."
Northern Ireland international Davis did not travel on Fulham's tour of South Korea and Smith may rekindle his interest after Wednesday's Champions League qualifying tie with FBK Kaunas.
"We still have five weeks to go until the transfer window closes, so we'll just have to wait and see," added Smith.
"We've been looking since the end of the season for a player who we can add to our midfield.
"We lost Steven Davis going back to Fulham and Amdy Faye going back to Charlton so we were always a little bit light in that area.
"We will continue to have a look and see if we can add to that but we have got a fair number of players in our squad and we feel that we can cover at the moment.
"It's not easy to go out and sign people of the level we want and the deadline for Champions League qualifiers makes it a little awkward.
Last weekend, Fulham manager said: "Players have values. We paid a lot of money for Steven.
"If he's going to leave us, it will have to be because we've received the correct offer."

"There are players getting mentioned all the time, too many getting mentioned, and not a lot of truth in all of them," he said.
Smith will be without Barry Ferguson for the first three months of the new season but fellow midfielder Kevin Thomson believes the squad can cope with the absence of the injured skipper.
"When the captain, and one of your top players, gets injured there is always going to be negativity," said Thomson.
"It's up to other players to step up to the plate and prove that it's not just all about Barry in the midfield.
"The guy is an important player and it would be great if he was fit leading us into the new campaign but he's just had an operation and we have to deal with that.
"It's an opportunity for the other boys to step up to the plate and show what they can do."
