Hereford United manager Graham Turner is calling for more dialogue between managers and referees in an effort to improve relationships.
The Bulls boss told BBC Hereford and Worcester that there are simple steps that could be taken to build bridges.
"There's a definite concern and I have been advocating for years that we get to see assessors' reports," he said.
"We fill in a report on the referee and give him a mark and we could be miles apart from the assessor's report."
Turner has never been an outspoken critic of match officials as he appreciates they have a difficult task, but he feels managers and players need clarification over the interpretation of some key elements of the laws.
"Obviously the television highlights emphasise any mistakes that referees make, but there are things like offside - there is so much uncertainty over that," he said.
"We feel that there has got to be a better standard of officiating and closer ties between managers, players and referees""There is so much uncertainty over handball, particularly in the penalty area - what is deliberate, what is accidental and what is hands in an unnatural position.
"As managers we are baffled by some of the interpretations of rulings, so clarification on that is needed," he added.
The Bulls boss is very much in favour of developing closer working relationships with referees.
"I don't see any reasons why referees shouldn't come into clubs and work in training - referee practice matches and training games," said Turner.
"All those kind of things bring people closer together in their views and we all realise that it is a tough job, and it's getting harder because of the pace of the game.
"But we feel that there has got to be a better standard of officiating and closer ties between managers, players and referees," he added.
