Newcastle face a tough test in the Uefa Cup group stage after being drawn to play Celta Vigo, Fenerbahce, Palermo and Eintracht Frankfurt in Group H.
Tottenham will play Bayer Leverkusen, Club Bruges, Besiktas and Dinamo Bucharest after being drawn in Group B.
Blackburn face Feyenoord, Basle, Wisla Krakow and Nancy in Group E, while Rangers play Auxerre, Livorno, Partizan Belgrade and Maccabi Haifa in Group A.
The top three teams from each group will progress to the knockout stages.
The 24 qualifiers will be joined by the eight clubs who finish third in their Champions League groups.
There are four matches per club in each group, with two at home and two away against different opposition.

Newcastle face home games against Fenerbahce and Celta Vigo but travel to Sicily to take on Palermo and end the group with a trip to Frankfurt.
Palermo, in particular, could be a major obstacle, having beaten West Ham 3-0 at home in the last round to seal a 4-0 aggregate win.
But after hearing the draw, Magpies assistant boss Terry McDermott was confident Newcastle would qualify.
"I don't think it's daunting," he said.
"I think it's a very difficult draw we've got, but there's two home games and two away games, and if you win your home games you'd expect to qualify.
"If we keep everyone fit and free from suspension then you'd like to think we could qualify and go through."
Blackburn start with an away trip at Polish side Wisla Krakow before entertaining Basle.
Rovers then travel to Holland to face Feyenoord before ending the group stage with the visit of Nancy.
"We have to be optimistic and the group gives us a chance," said Blackburn chairman John Williams.
"This competition is important for us, we have not had a good record and it is time to put that right."

Tottenham face a tricky opening match in Turkey against Besiktas before playing Bruges at White Hart Lane.
Martin Jol's team then travel to Bayer Leverkusen and finish at home to Dinamo Bucharest.
"It will be an exciting journey for us," said Jol.
"I think we have done OK, we have Bruges at home and if we can get a good result in that it would set us up for the difficult trip to Leverkusen."
Defending champions Sevilla - who thrashed Middlesbrough 4-0 in last season's final - have been drawn with AZ Alkmaar, Slovan Liberec, Grasshoppers and Braga.
The group stage runs from 19 October to 14 December before the competition closes down until 14 February, when the knockout phase begins.
A computer was used to work out the fixtures, with factors such as climatic conditions and possible stadium clashes taken into account.
