Blackpool dominated the Lancashire derby but Preston secured a point thanks to a superb display from their goalkeeper Andy Lonergan.
Lonergan's fine save to tip Gary Taylor-Fletcher's 20-yard shot to safety prevented the Seasiders from taking a deserved first-half lead.
Michael Flynn and Stephen McPhee both tested Lonergan after the break.
Preston substitute Neil Mellor had a chance late on but his 12-yard effort was blocked by Stephen Crainey.
Blackpool boss Simon Grayson:
"I thought we were excellent in the first half and did really well in what were poor conditions. What we couldn't do was get an early goal. Had we done that, I think we would have had a comfortable victory.
"In the end it was another point, which keeps us in a position that I would have been on my knees for at the start of this season."
Preston manager Alan Irvine:
"But the combination of being a local derby and the conditions meant it wasn't a great football match for the spectators.
"However, we have kept our unbeaten run going for four games now and feel we are getting ourselves out of trouble."
