Chambers is representing UK Athletics and the Lee Valley Regional Park Authority, whose proposal incorporates the design for a stadium which may host the 2005 World Championships.
And the 1999 World Championship 100 metres bronze medallist is looking forward to seeing the plans evolve into a great sporting venue that will serve Britain for years to come.
"It's great to play a small role in getting the project out of the starting blocks," he said.
"The centre will be a superb training and competition venue and I can't wait to be running there in front of a home crowd at the 2005 IAAF World Championships."
Shaun Dawson, chief executive of the Lee Valley Regional Park Authority said the project is ready to move into the next phase of its development.
"The submission of the planning application heralds the successful conclusion of an intensive, year-long feasibility study," he said.
"That study confirms that the project is viable and we have a design proposal of outstanding merit both technically and architecturally.
"We're now looking forward to the next all important stage - actually delivering the project."
