The 22-year-old Argentine trounced Alessio Di Mauro of Italy 6-1 6-2 in the final of the clay-court event.
Left-hander Di Mauro, playing his first ATP Tour final, began nervously and lost the first set in just 25 minutes.
World number 66 Monaco broke again at the start of the second and again at 4-2 before serving out for a comprehensive win in 63 minutes.
Monaco had beaten defending champion Carlos Moya on his way to the final and victory will push the Argentine up to 58 in the world rankings.
"This is a title nobody can take away from me," he said. "It cost me so much to win this championship. This is the fulfillment of a dream."
He added: "I'm not going to be satisfied to just rest on my accomplishments here.
"I want to win more titles, if that's possible and I hope I can someday repeat here."
