Mathieu won 6-1 6-4 6-7 6-4 to spring a minor upset.
Meanwhile, Marat Safin won an epic five-set battle to take Russia through at the expense of Chile.
The Australian Open champion was pushed all the way by Fernando Gonzalez 7-6 7-6 1-6 6-7 6-4 to set up a meeting with France in July.
Australia completed a 5-0 whitewash of Austria in Sydney, while defending champions Spain lost 4-1 in Slovakia.

Agustin Calleri beat Tomas Zib 6-2 6-4 to complete Argentina's 5-0 rout of the Czech Republic.
