Amelie Mauresmo has been forced out of France's Fed Cup semi-final against Spain this month with a groin injury.
France beat the USA to win the 2003 Fed Cup in Moscow
Mauresmo, who was briefly world number one this season, hopes to be fit in time for January's Australian Open, having reached the final there in 1999.
"It's hard to turn down a call-up for the national side but if I want to start 2005 in the best condition then it's the only way," she said.
Emilie Loit has been chose to replace Mauresmo for the match in Moscow.
Tatiana Golovin, Nathalie Dechy and Mary Pierce are the other members of the French side.
The Spanish team is made up of Anabel Medina-Garrigues, Marta Marrero, Maria Sanchez Lorenzo and Virginia Ruano Pascual.
In the other semi-final, Anastasia Myskina and Svetlana Kuznetsova, the world number three and four, will lead Russia against Austria at the same venue.
Their other two team members are Vera Zvonareva and Elena Likhovtseva.
Austria are missing Barbara Schett, which means Sybille Bammer, ranked 151, tops their team, followed by number 191 Yvonne Meusburger, Patricia Watusch, ranked 223, and Daniela Kix (358).
The final will follow the two semi-finals, from 27-28 November.
