Williams' game unravelled in the second set and she slumped to 0-5 before rallying to save eight match points.
Yet a long forehand ended her chances of winning a third title at the
hard-court tournament.
"These are the moments I play tennis for - to get on centre court against a player like Venus," said a delighted Shaughnessy.
She will now play fellow American Jennifer
Capriati - a player she has won only one set against in six matches - in the quarter-finals.
Williams said: "It's always disappointing to lose but I think she played real
well and stayed in there.
"You know, it's impossible
to win every match. I tried but I couldn't seem to get the ball to
go in today."
Seventh seed Lindsay Davenport was forced to pull out of her fourth-round match with French qualifier Marion Bartoli.
The American strained her right hamstring during the first set and eventually quit after losing it 6-0.
Bartoli, ranked 87th in the world, will now face top seed Serena Williams in the quarter-finals after the Australian Open champion eased past Iroda Tulyaganova 6-0 6-4.
The 19-year-old is looking forward to facing the world number one even if it means her lucky run in Miami comes to an abrupt halt.
"To play against the best in the world, it's very exciting,"

"Last year I was in juniors so I am just going to enjoy this match and see what happens."
Chanda Rubin proved she is a force to be reckoned with as she powered past eighth seed Amelie Mauresmo 6-0 6-2.
The world number ten produced an array of stunning service returns and precise groundstrokes that simply did not allow Mauresmo to find her feet.
"I played a really good match," said Rubin. "I'll definitely take days like this."
"I stayed on her for most of it and that's something I can take into the next round."
Rubin will now face Belgian Justine Henin-Hardenne who beat German qualifier
Marlene Weingartner 6-1 6-2.
Jelena Dokic defeated Australia's Alicia Molik 6-1 6-4 to reach the last eight bringing an end to Molik's impressive winning run in Miami.
