Gomer-Davies joined from Saints at the beginning of last season after suffering a serious groin injury and made 19 appearances for the region.
He said: "While I was happy with my rugby last season after a carrying a groin injury I knew I needed to concentrate on regaining my fitness and getting some more rugby under my belt."
Turner added: "Rhodri had a very good first season for the Dragons. He's equally adept at 12 or 13 and this season will prove a big one for him."
