Chief executive Nic Cartwright said: "Gavin is a real bonus. Having seen his commitment and passion, I know he will play a big part in driving us forward."
Hastings, capped 61 times for Scotland, added: "I have huge desire and passion to see this game and this club grow."
Meanwhile, Edinburgh have also added to their squad by signing Scotland's World Cup prop Gavin Kerr.
Kerr, who has 42 caps, was unattached following the demise of Border Reivers.
He said: "I am delighted to be signing for Edinburgh as it's a club that has so much going for it.
"The squad has a really good feel about it, and I can't wait to play my first game for the team."
