England's Rugby Football Union for Women (RFUW) has lost out to Canada in the race to host the 2006 Women's Rugby World Cup.
The RFUW was dismayed after being the only country to submit a formal bid to the International Rugby Board (IRB).
"It comes as a surprise and huge disappointment that the IRB have offered it to another nation," said RFUW managing director Rosie Williams.
"We believed we had submitted a tender that met all of the criteria set out."
The RFU had recently announced it would not bid for the 2011 World Cup, instead focusing on supporting the RFUW's tender for the 2006 women's event.
The RFUW bid also had significant support from government agency UK Sport.
"The bid put forward by the RFUW was an extremely good one which had the full backing of UK Sport," said International Director John Scott.
"We await with interest more details from the IRB on its decision."
