Marcelo Loffreda tasted victory in his first Premiership match at the Leicester helm as Leeds remained rooted in the relegation zone.
Lewis Moody was made Tigers captain for the first time and his side overpowered Leeds despite awkward conditions.
Tom Varndell pounced on a loose ball for the first try and shortly after the break Sam Vesty found Youngs on an angle and he edged over the line.
Varndell ran onto Vesty's through-kick in the last minute to find the corner.
Leeds director of rugby Stuart Lancaster:
"I was disappointed with the scoreline but I thought there were lots of positive aspects.
"What it demonstrated is that you've got to get all parts of your game to the highest level when you're facing sides of the quality of Leicester.
"Leicester took their chances well and it won them the game."
Leicester boss Marcelo Loffreda:
"We can do some aspects better than we did but in general I'm really happy.
"Tom Croft was outstanding and he was the man of the match. He has a lot of potential, a really good future.
"We did not concede any tries to them but we have to be more sharp when we have the ball."
