Warrington Wolves have confirmed that New Zealand international Louis Anderson will not be taking part in the forthcoming World Cup for Tonga.
The 23-year-old has won 13 Kiwi caps but was selected in the Tonga 24-man squad despite being ruled out through injury after surgery in September.
"I spoke to Louis last night and he confirmed he won't be taking part," said Wolves head coach James Lowes.
"He is rehabbing and looking forward to commencing pre-season training."
Players eligible for more than one country are allowed to apply to change allegiance within any two-year period.
Australian Antonio Kaufusi can play for Tonga and New Zealand's Ben Roberts can turn out for Samoa.
Due in part to the Rugby League International Federation rules which allow players to change allegiance, between them, Samoa and Tonga have named no less than 12 Super League players in their squad.
Samoa have selected eight English-based players, including four who come from Grand Finalists Leeds and St Helens.
Tonga have included Castleford's Awen Guttenbeil, but the former New Zealand star needs to prove his eligibility before his call-up can be ratified.
Bradford winger Semi Tadulala is in Fiji's squad, along with ex-Harlequins winger Nick Bradley-Qalilawa.
Samoa and Tonga have both been drawn in Group C along with Ireland, while Fiji are alongside Scotland and France in Group B.
