The NBA is to impose tighter security at games following November's brawl between players and fans in Detroit.
NBA Commissioner David Stern told the Denver Post that the league could penalise teams that fail to comply with the new security regulations.
Stern plans to unveil the measures this week, which are expected to include alcohol consumption at arenas and specific numbers of security guards.
The plans could be imposed as soon as the final week of February.
They stem from the 19 November brawl at Auburn Hills, Michigan, in which a melee erupted between Indiana Pacers plays and Detroit Pistons fans.
Stern suspended nine players for their roles in the fracas.
