David Davies says he is determined to shed his nearly-man tag at next March's Commonwealth Games in Austrlia.
The Olympic bronze medallist won his second successive silver in the 1500m freestyle at the European Short-Course Championships on Saturday.
He told BBC Sport: "I'm fed up winning the bridesmaid medals. It's nice winning medals, but I want golds. I need to get into the winning habit.
"I can't win - it's just like playing Monopoly at home, I'm always second."
Davies lost out in Trieste to four-time winner Russia's Yury Prilukov, who set a new European record of 14 minutes 27.12secs.
The 20-year-old from Barry will now be fine tuning his preparations for the Commonwealth Games in Melbourne.
"I'm really pleased with the way things are going," he said. "I had a good winter's training.
"The next target is the Commonwealth Games. That will show whether or not I've improved or not from last year in Athens [at the Olympic Games].
"That is what I will be judged on."
