Oscar Pereiro has been left out of Spain's team for this year's World Road Cycling Championships in Austria.
Pereiro has yet to officially be handed the Tour de France crown
Pereiro, who stands to inherit the Tour de France title after Floyd Landis's failed drugs test, is in poor form.
Spain's coach Francisco Antequera said: "We thought Oscar's form would improve in the Tour of Spain, but it didn't - his condition is not good enough."
Former world champion Oscar Freire has already announced he will not ride in the event because of neck injuries.
Current Tour of Spain leader Alejandro Valverde heads a team which also includes Joaquin Rodriguez, Juan Antonio Flecha, Xavier Florencio, Samuel Sanchez, Inigo Cuesta, Francisco Ventoso and Luis Perez.
Spain's ninth rider will be decided on Saturday after the final time trial of the Tour of Spain, which ends on 17 September.
Manolo Beltran, Egoi Martinez and Carlos Sastre have been named by Antequera as possible candidates.
Spain will have one rider in the men's time trial on 21 September, Jose Ivan Gutierrez.
The World Championships run from 20-24 September.
