She won bronze in the double in Athens four years ago but only returned to her best last year after being injured in a hit-and-run accident on her bike.
Meanwhile Bebington, a product of the World Class Start talent identification programme, suffered glandular fever over the winter and has only recently regained form.
The heats of the women's doubles start at 0940 BST on 9 August, with the winners going straight into the final the following Saturday.
