GAA president Nickey Brennan is considering asking Aussie Rules teams to pay compensation to GAA clubs which provide them with young players.
Kevin Dyas (Armagh), Brendan Murphy (Carlow) and Pierce Hanley (Mayo) are the latest AFL recruits.
Brennan said there was "some logic" in the idea of compensation and added it would be brought up in a meeting with the AFL next week.
The future of the International Rules Series will top the discussions.
The GAA took the decision to scrap the series planned for this year because of anger over violence which occurred in last year's two Tests in Ireland.
Brennan told the Irish News that he believes the Australians must adopt a "new mindset" if the series is to be restored.
He said: "There is no point in them say: 'we want to continue with the series because there is great iinterest in it.'
"That is no good anymore - I need to see something different from the Australians.
"I need to see that they are keen to tackle the underlying problems that have caused the last two series to be such a mess."
Brennan said he sympathised with clubs who have lost players to the AFL.
"Tou have to feel for the people who coached the likes of Kevin Dyas, Pierce Hanley and Brendan Murphy as young lads," he added.
"While I feel sorry for the counties who have lost these players, I feel particularly sorry for the clubs.
"These were the guys who were probably going to be the backbone of their club teams. Now they're gone."
