The British Speedway Promoters' Association have confirmed the return of Coventry Bees and Peterborough Panthers to the Elite League for 2011.
The two clubs had been excluded after a disagreement with the BSPA over proposals for rule changes to the sport for this season.
A BSPA statement said: "We are all committed to moving on and working together for the future."
The announcement means 10 teams will take part in this year's competition.
The two clubs' disagreement with the BSPA centred on riders' averages altering when moving from the Premier League to the Elite League.
The average was halved but British speedway's governing body wanted the riders to retain 70% of their previous Premier League averages.
