Britons Lee Westwood and Greg Owen made it into next month's Open without hitting a ball after the US qualifying leg was cancelled because of rain.
The event in Bethesda, Maryland, had already been reduced to 18 holes after Monday's play was washed out, but no action was possible on Tuesday either.
The 12 spots were awarded to the leading players in the world rankings.
Two Australians, Steve Elkington and Aaron Baddeley, were beneficiaries, but Justin Rose and Brian Davis missed out.
Also qualfiying via their world rankings were Americans Tom Pernice Jr, Brett Wetterich, Vaughn Taylor, Bo Van Pelt, J B Holmes, Jerry Kelly, Jeff Maggert and Ted Purdy.
The Open takes place between 20 and 23 July at Hoylake.
