Poor marking allowed Heather O'Reilly to head the Americans in front after just 17 minutes.
But England hit back through Arsenal right-back Alex Scott two minutes into the second half.
It was the first goal England had scored against America since a 2-0 victory in 1988 and came after six successive defeats.
They now take on Germany - against whom they have lost 15 times in a row - in Tuesday's final fixture of the four-nation tournament.
