Wolves manager Dave Jones has accused Bolton of "scandalous behaviour" in their latest bid to sign Senegal striker Henri Camara.
Wolves rejected a initial offer by Bolton, which was lifted to £2.7m this week - an increase of £200,000 - which was also turned down.
And Jones told the club's website: "I don't know what they are playing at.
"They're making the boy unsettled. I find Bolton's behaviour and what they are doing scandalous."
Camara is expected at Molineux for talks on Friday after refusing to report for pre-season because he wants to move to Bolton.
"Bolton have been told," said Jones." Their chairman has been told by [our chief executive] Jez Moxey and their manager has been told by me what is going to be acceptable (in terms of a fee) and they are still a million miles away.
"They should stop messing around. The situation is becoming a bit annoying and now they should put up or shut up.
"They must think that by upping their offer the club will just accept it and let him go. But, the boy is our player and he will be our player."
Camara could be banned from international football if he does not return for pre-season training.
The Senegal star is currently in Paris and wants to leave after Wolves were relegated from the Premiership.
If Camara, 27, does not go back Wolves could sack him for breach of contract.
They could then withhold his registration to prevent him playing for any other club and request he also be barred from playing from Senegal.
A Fifa spokesman said it would be a rare occurrence but admitted Camara could be banned.
"It would be a very unusual situation for a player to be barred from international football following a dispute regarding his contract at his domestic club," said the Fifa spokesman.
