Kranjcar, who has signed a four-year contract at White Hart Lane, admitted his personal ties to Tottenham were a factor in his decision.
"Everton is also a big club but, in the end, the tradition and greatness of Tottenham made the difference," he said.
"I also knew manager Harry Redknapp, and Luka Modric and Vedran Corluka told me great things about the club."
Kranjcar is expected to provide immediate cover for injured compatriot Modric, who fractured a bone in his leg against Birmingham on Saturday.
In the long-term he will battle for a midfield spot alongside the likes of David Bentley, who had been linked with a move to Manchester City or Everton, but who remains a Tottenham player with the window closed.
