Torquay United's chairman Alex Rowe says the board will discuss the club's playing staff next season in the light of their failure to gain promotion.
Torquay had hoped to bounce back straight into the Football League but were beaten in the Blue Square play-offs by rivals Exeter City.
Rowe says on-loan Chris Zebroski will be returning to Millwall after they offered him a new deal.
"We may have to cut our cloth accordingly," said Rowe.

The club does not have the six-figure parachute payment from the Football League to rely on next season, meaning there will be less money for wages and transfers.
"We'll do our utmost to make sure Paul Buckle has the right tools at his disposal," added Rowe.
"With not having a substantial six-figure parachute payment next season it means we have to make up the shortfall by asking the commercial department to work even harder."
Torquay face Ebbsfleet United in the FA Trophy final at Wembley on Saturday 10 May.
