Earlier on Thursday, Swindon manager Maurice Malpas told BBC Radio Wiltshire that he was not confident of signing Cox because of his wage demands.
But the 20-year-old has now committed himself to a two-and-a-half-year deal.
Malpas also revealed he has missed out on his other target, a midfielder at a Championship club, who has decided to stay where he is.
Meanwhile, Chris Blackburn will stay at Swindon despite being told he could leave the County Ground.
The defender had offers from a number of sides but he has chosen to fight for his place.
