Sheffield United manager Kevin Blackwell says he is under no pressure to cut the wage bill at Bramall Lane.
Blackwell discussed the players budget with PLC chairman Kevin McCabe during a meeting on Wednesday but insists he has the final say on his players' futures.
"Any player that will go, will go under Sheffield United's terms," Blackwell told BBC Radio Sheffield.
"We don't have to get rid of players just for the sake of getting rid of players."
Striker Rob Hulse has already been linked with a move to Derby County but Blackwell says he is not for sale.
There's nothing that says you've got ten million pounds and that's the budget
Blades boss Kevin Blackwell
"Rob Hulse isn't going anywhere, we decide who goes where and when they go."
Blackwell says there is no set budget for next season but was given assurances at Wednesday's meeting that there is money available to strengthen the squad.
"There's nothing that says you've got ten million pounds and that's the budget, that's not how we're working.
"If the right player comes along then we're in for him."
