Portsmouth chairman Milan Mandaric believes executive director Velimir Zajec can take the club forward.
Mandaric said: "Zajec will be my top guy, he will take care of everything that happens at the club."
Pompey's chairman also admitted that he considered his own position after he was criticised by fans following manager Harry Redknapp's resignation.
"I did think 'what am I doing?' but you have to look at your mission and mine is unaccomplished," he added.
Mandaric has reorganised the club since the departure of boss Redknapp.
Although Zajec has been given some responsibilities of a manager, Mandaric will bring in a coach to work under him.
The Pompey chairman said: "He's going to work very closely to the new head coach, that will be crucial
"If the head coach needs a centre-back he will give him options. He will also negotiate salaries," added Mandaric who recently revealed that Pompey had paid out £3m to agents during Redknapp's reign.
Zajec will also be charged with improving Pompey's infrastructure.
"We don't have an academy or training facilities so there's a lot of room for him," said Mandaric.
