Fletcher made six substitute appearances for Palace in 2008/09
Plymouth Argyle have signed Wales international midfielder Carl Fletcher on a two-year deal after the 29-year-old was released by Crystal Palace.
Fletcher was on loan at Home Park earlier this year and Pilgrims boss Paul Sturrock said he had chased the player for some time.
"I tried to get him at the beginning of last season," he said. "He leads by example and has been captain of Wales."
Fellow midfielder Luke Summerfield has extended his contract until 2011.
The 21-year-old, who made his debut on the last day of the 2004/05 season, has played 69 times for the club, scoring four goals.
Former West Ham midfielder Fletcher believes he can play in the Premier League again with his new club.
"I wouldn't be playing week-in, week-out, going through pre-season again, just to turn up every week - we want to achieve things," he said.
"It only takes a little spark here and there, and a bit of togetherness, and you can go on and achieve anything.
"Look at Burnley - they have come from more or less obscurity and have been promoted to the Premier League now. If you can get the same kind of spirit and organisation, and get on a roll with the wins, then anything's possible."
Meanwhile, Sturrock has said that last season's top scorer, Paul Gallagher, is unlikely to be joining the Pilgrims on a permanent basis from Blackburn.
"Gallagher has been priced at well over £1m which is well out of our region," Sturrock told BBC Radio Devon.
