Clarke and Kelly have both impressed against Oxford in the past
Oxford have signed Northwich goalkeeper Ryan Clarke and Rushden & Diamonds winger Marcus Kelly, bringing their summer signings total to seven so far.
Clarke, 27, started for the Vics in the 2-1 win over Oxford on the final day - his 23rd appearance for the club after his November move from Salisbury.
Kelly, 23, made 157 league appearances for the Diamonds, his only club, but was told he could leave this summer.
Clarke has penned a three-year deal, with Kelly signing for 12 months.
Clarke said: "He [United boss Chris Wilder] didn't have to say anything. I have played here before for previous clubs like Bristol Rovers, Forest Green, and Salisbury, just to play here is a massive thing. The game at the end of the season sticks in my mind. The fans were fantastic."

He will provide competition for established number one Billy Turley.
Kelly said: "Oxford are a big club, and that is where I want to play at... big clubs.
"Hopefully next season we will be pushing for promotion, I want to be in the league again, and hopefully we'll get there."
Wilder has been quick to add to his squad after their failure to reach the play-offs, having signed Jack Midson, Dannie Bulman, Alex Rhodes and Mark Creighton and made James Constable's loan deal from Shrewsbury permanent.
