Margate chairman Jim Parmenter hopes he can convince Thanet Council that the funding is in place to start work on rebuilding Hartsdown Park.
"There will be discussions between the club, the council and the proposed funders of the project," he said.
"Finances are always subject to various things until the parties come together and documents are signed.
"The finances are in place providing everybody comes together, including the council," he told BBC Radio Kent.
Gate have been ground-sharing at local rivals Dover Athletic's Crabble ground as Hartsdown Park does not currently meet Conference standards.
Meanwhile, Margate have allowed striker Ian Pulman to join Dr Martens Premier Division side Eastbourne Borough on loan.
The 19-year-old former Chelsea youngster joined Gate in the summer, but has made just two starts and 11 substitute appearances this season, scoring once.
Pulman scored on his Eastbourne debut in Tuesday's 2-1 League Cup defeat by Welling United on Tuesday.
