The Football Association has received responses to all the charges alleging breach of regulations at Luton Town regarding payments to agents.
In December, Luton had denied the 17 charges handed to the club in November.
Former chairman Bill Tomlins has now admitted seven charges and denied the other eight of the 15 handed to him.
Three other current or former directors denied the charges made against them, as did three players' agents, but three other agents admitted one charge each.
Luton's administrators had submitted the "not guilty" plea in December after taking legal advice.
Luton had 10 points docked after going into administration on 22 November.
The penalty left the club bottom of the League One table.
The full charges (and responses) are as follows:
Luton Town were issued with 17 charges, relating to payments to agents for nine specific player negotiations which were allegedly made through the club's holding company Jayten (also known as J10) Stadium Limited, rather than through the club as required by FA rules.
The Hatters were also charged with provision of misleading information to the FA, not holding representation contracts with the relevant agents for the above negotiations, and dealing with two unlicensed agents (both through Jayten and directly).
Luton have denied all 17 charges and requested a personal hearing.
Former chairman Bill Tomlins was handed 15 charges. It is alleged that he was directly involved in 15 of the 17 rule breaches listed above (except negotiations with two unlicensed agents which were not conducted through Jayten). Tomlins has admitted seven charges, denied the other eight, and has requested a personal hearing.
Former finance director Derek Peter is alleged to have approved payments made by Jayten in relation to the nine player negotiations. Peter has denied all charges and requested a personal hearing.
Former directors John Mitchell and Richard Bagehot were charged with failing to report the alleged rule breaches to the FA when they became aware of them. They have both denied the charges and requested a personal hearing.
Licensed players' agents Sky Andrew, Mike Berry, Mark Curtis, Stephen Denos, David Manasseh and Andrew Mills are each charged with failing to ensure that payments to them were made and disclosed through the proper channels, and failing to enter into representation contracts with the club for specific services rendered in relation to above negotiations.
Sky Andrew, Mark Curtis and Andrew Mills denied both charges made against them, and have requested personal hearings.
Stephen Denos has admitted the charge relating to representation contracts, and denied the other charge. He has requested a personal hearing.
David Manasseh and Mike Berry have admitted the charge relating to representation contracts, and denied the other charge.
