The 33-year-old initially turned down a loan move to Elland Road on Wednesday, but he has had a change of heart.
Leeds manager Gary McAllister told BBC Radio Leeds: "It's just the final points of getting him here to be sorted - I still feel it's promising.
"He's got a few situations he wants to make clear with Crystal Palace before he commits."
Freedman had told the BBC earlier in the week that he intended to finish his career at Palace and that a move to another club was not an option.
But the former Scotland international could join the West Yorkshire club in time to play against Bournemouth on Saturday.
