The two clubs agreed a fee but the Northern Ireland international opted against a switch to the Quakers.
"Stuart Elliott has turned down a move citing the distance and travelling as one of the main reasons," Tigers boss Phil Brown told the Hull Daily Mail.
The 29-year-old snubbed an offer from League One side Southend on similar grounds earlier this season.
Elliott has made over 150 appearances for Hull since joining from Motherwell for £200,000 in 2002 and his contract is set to expire during the summer.
Meanwhile, Tigers boss Brown also confirmed that he has fielded loan enquiries for striker Michael Bridges.
