Forest Green manager Jim Harvey has told BBC Radio Gloucestershire that top scorer Stuart Fleetwood is unlikely to be at the Nailsworth club next season.
Fleetwood scored 30 goals in the first half of the season and turned down a move to Crewe in January.
"Stuart has said that he will be off in the summer," admitted Harvey.
"Anthony Tonkin would like to try and get back into the league, so there will be a couple of boys leaving and we will need to recruit again," he added.
"If we don't make it [the play-offs] this year it'll be for the reason that perhaps we weren't good enough, so I'll be trying to improve the squad if possible."
