Manager Paul Jewell is convinced Derby County have the right financial backing, infrastructure and fan base to become a force in the Premier League.
The Rams are 13 points off safety with 12 games left and look sure to go down.
But Jewell told BBC Radio Derby they will come back stronger: "The main reason I came to Derby is that I believe we can compete for the top 10.
"If we can establish ourselves in the Premier League we can be there for a long, long time."
Jewell added: "We have come up a little bit undercooked this time and although we have given it our best shot we haven't been good enough.
"If we come back again we can learn lessons from this season. The club is big enough to sustain a top-ten team."
