Crystal Palace and agent Faisal Kasmiri have both been charged and fined £25,000 over the transfer of Nick Carle from Bristol City.
The 26-year-old midfielder signed a four-year contract with the Eagles during the summer.
Kashmiri has also had his licence suspended for the transfer window in January 2009.
He was charged with breaking Football Association rules over the transfer of the Australia international.
The FA's regulations state that agents are prohibited from acting for two different clubs in two consecutive transactions involving the same player and clubs are not allowed to use the services of the agent in such circumstances.
Kashmiri was accused of acting in Carle's previous move from Turkish side Genclerbirligi.
He admitted the charge and requested a personal hearing.
Crystal Palace also admitted the charge and were fined in relation to the same matter.
