The Trinidad and Tobago international, City's 10th summer signing, caught the eye with some industrious midfield performances at the World Cup finals.
Sky Blues boss Micky Adams told BBC Sport he was "delighted" to have captured the 22-year-old Soca Warrior.
Adams said: "He'll add quality to the squad and he's at the right age, we are looking for a young, vibrant squad."
