Blackburn have turned down a bid from an unnamed French club to take Norway winger Morten Gamst Pedersen on loan.
The 23-year-old, who joined for £1.5m from Tromso in August, has started just one match under Mark Hughes.
But the Rovers boss insists Pedersen has a future at Ewood Park and told the Lancashire Evening Telegraph: "Morten is working very hard.
"At the moment, it is not the right time to put him in but he will have an impact for us this season."
