Blackburn Rovers have had a bid for Norwegian winger Morten Gamst Pedersen rejected by his club Tromso.
Graeme Souness has been snubbed in his bid to buy Pedersen
The 22-year-old, who marked his debut for Norway with a goal in the 4-1 win over Northern Ireland, is one of the country's brightest talents.
"Pedersen has interested us, so to have our offer rejected is disappointing," Rovers chief executive John Williams told Blackburn's official website.
Manchester United and Aston Villa are also interested in the player.
