Blackburn boss Mark Hughes criticised referee Steve Dunn after he failed to award his side a penalty in the 1-0 defeat at Charlton.
"It was clearly a penalty," said Hughes after Hermann Hreidarsson appeared to handle a Brett Emerton cross.
"The officials were in good positions and didn't make the decision - those are things that turn games.
"I'm disappointed as we created more chances and played the better football and were more progressive."
Blackburn missed a number of chances during the game and Hughes admitted his side were struggling in front of goal.
"Obviously we have a little bit of a problem but we can work on that in training. I was pleased with the work we put in," he added.
Blackburn are fifth from bottom in the Premiership but Hughes stated: "I thought for the majority of the game we dictated the play and created more of the chances so to come out of it with no reward is disappointing.
"The players did not convert their chances but overall I was pleased with their effort and commitment.
"There are encouraging signs and certainly there is a base to work from now.
"I would prefer to be in a better position but it is very early days."
