Blackburn chief executive John Williams will sit down with manager Graeme Souness in the next few days to discuss next season's transfer budget.
BBC Radio Lancashire reported Souness could be handed a £15m war chest during the summer.
Williams confirmed contract talks with Jonathan Douglas are advanced and that preliminary talks have opened with central defender Craig Short.
Contract talks with Turkish midfielder Tugay could begin in the next few days.
