Blackburn boss Graeme Souness has suffered a double disappointment as he attempts to strengthen his squad.
Souness has missed out on signing USA striker Brian McBride, who has opted to join Fulham from Columbus Crew.
And Souness has now had an approach for Middlesbrough's Stewart Downing rejected by boss Steve McClaren.
Downing is regarded as one of Middlesbrough's stars of the future after making a major impact during a loan spell at Sunderland this season.
Rovers are short of strikers and midfielders following the departures of Corrado Grabbi and Dino Baggio to Italy, and injuries to key players.
Meanwhile, Birmingham have been told to up a £1.5m bid for Rovers defender Martin Taylor to £2m if they want to clinch a deal.
