Ashley Cole has failed in his bid to get the Court of Arbitration (CAS) to judge his appeal against a £75,000 fine for breaking Premier League rules.
The Arsenal defender, 25, was issued the fine after discussing a possible move to Chelsea while under contract.
But a CAS statement said the Premier League's regulations "do not contain any reference to a right of appeal to the CAS.
"As this decision terminates the arbitration procedure, it will stand."
Chelsea boss Jose Mourinho also was fined £75,000 in the dispute and the club £300,000 pounds by the Premier League in August of which neither appealed.
Cole's lawyer had questioned last year why footballers could not speak to prospective future employers.
