Blatter wants to put a limit the use of foreign players
BBC Scotland research suggests that only half of the clubs in the Scottish Premier League support Fifa's plan to limit a team's foreign players to five.
Fifa president Sepp Blatter is keen to implement the new quota system for the 2013/14 season.
But only six of Scotland's top clubs are willing to endorse the idea with four against and two undecided.
SFA chief executive Gordon Smith does support Blatter's plan and believes it would benefit Scotland's national team.
