King and Allen have earned promotion to Wales' senior squad
Wales manager John Toshack admits three uncapped players picked for their next two games are not yet ready for international football.
Toshack has called up Reading striker Simon Church and midfield duo Andy King (Leicester) and Joe Allen (Swansea).
The trio could play in the 29 May friendly against Estonia and World Cup qualifier in Azerbaijan on 6 June.
But Toshack readily admitted: "Whether they are ready - I wouldn't say they're ready yet."
The Wales manager added: "I think that these are the best options under the circumstances that we are working in at the moment."
Toshack believes there are no other options available to him, with a lack of quality players aged between 24 and 32 and that Church, King and Allen have been progressing at Under-21 level with Brian Flynn.
"We know them and they're the next," said Toshack. "It is a very, very young squad, there is no question about that.
"But I think it's been well-documented that for one reason or another this is the situation that we're in."
Toshack will then cut his 22-man squad to 20 for the World Cup Group Four qualifier in Azerbaijan on 6 June.
Toshack is without a string of senior men through injury, including captain Craig Bellamy (knee), midfielder Simon Davies (foot) and defender James Collins (calf).
