Holland finished top of Group A at the European Under-21 Championship - but Sebastian Pocognoli's strike ensured Belgium also reached the semi-finals.
Kevin Mirallas put Belgium ahead with a header from Tom de Mul's right-wing cross before Maceo Rigters equalised with a superb low finish.
Royston Drenthe struck with a curling free-kick that Logan Bailly should have saved to put the Dutch in front.
But Pocognoli vicious left-foot strike secured a precious point.
