Ruud van Nistelrooy has told Holland coach Marco van Basten he is no longer available for selection.
Van Nistelrooy has played 54 times for Holland
The Real Madrid striker has not played for his country since falling out with Van Basten at the 2006 World Cup.
Van Nistelrooy, 30, held talks with Van Basten on Friday but failed to get the assurances he wanted and now does not want to be considered for the squad.
"I always played for Oranje with much pleasure and I would have liked to have continued," said Van Nistelrooy.

But Van Nistelrooy said that he felt he had no choice but to call time on his international career following the meeting with Van Basten and assistant coach John van 't Schip.
"I did not specifically ask for a place in the side but I did want to have the feeling that I would be a candidate for that," he added.
"I did not get that feeling. That is why I don't see the conditions to give a good performance.
"No-one benefits from frustration. That's why this was a difficult but correct decision."
Former Manchester United star Van Nistelrooy - who has 54 caps - started as first-choice striker at the 2006 World Cup.
But he was criticised by Van Basten after scoring once in three group games and was dropped for the second round match against Portugal.
Despite their much-publicised fall-out, Van Basten had been hopeful Van Nistelrooy would still be available for Holland after holding talks with the striker.
"We have had a good conversation on Friday in Madrid about the co-operation over the past year," said Van Basten.
"We ironed out some folds and with that there was a base to eventually come together again."
But the coach admitted he had made it clear to Van Nistelrooy that he could not guarantee him a place in the side.
"We have told Ruud when he asked us about this, that the situation about his position is no longer the same as a year ago," he added.
"In 2006, we saw other candidates for the striking position.
"That is why he should be prepared to compete with the others. We cannot guarantee him a starting place. That would be not be fair to the other candidates for the position."
