Two Euro 2008 Group A qualifying games between Armenia and Azerbaijan have been cancelled and both countries will miss out on the six available points.
The neighbouring countries are involved in a long-running land dispute and could not agree on match venues.
A Uefa statement said: "As no suitable compromise could be found, it was decided to cancel the matches."
Azerbaijan are bottom of the group with five points from eight games and Armenia are sixth with seven points.
Poland sit top of the group with 19 points, followed by Serbia, Portugal and Finland.
